Honda CV-R back seatbelts?

How can I stop them tightening so much people are pinned against the seat and consequently won't use them. These are designed for kids (Ithink) and the instruction to make them like normal seat belts do not work after going round a corner, over a bump etc. As I never have kids in my car a permanent solution would be great.
