Nah, you're over-thinking it. It's emergent behavior built out of competition. There are leaders of certain agendas (conservative, liberal, just don't care, etc.), but really it's the public that helps push a political attitude. Today liberalism is in, tomorrow the conservative attitude will be popular, and so on.
